The Croatian Parliament adopted, under an expedited legislative procedure on 5 December 2025, a package of amendments to tax and financial legislation introducing additional tax reliefs, administrative burden reductions for businesses, and further alignment of the Croatian regulatory framework with the acquis communautaire of the European Union.

A dual fiscalization system will be introduced in Croatia from 1 January 2026 – in addition to the cur-rent Fiscalization 1.0 system, Fiscalization 2.0 will also be implemented. This is one of the major re-forms that introduces fully digitalized issuing and control of invoices and in accordance with EU standards.
